
TPD REGULATIONS
1. Product Compliance Requirements

Nicotine concentration limited to 20mg/ml (2%)

The capacity of the pre-fill chamber should not exceed 2ml

The volume of the e-liquid bottle should not exceed 10ml

Packaging must have a child lock mechanism

The dropper length is at least 9mm

The dripping speed is controlled at no more than 20 drops per minute
2. Packaging Compliance Requirements

TPD REGULATIONS PROHIBIT E-LIQUID FROM CONTAINING THE FOLLOWING SUBSTANCES:
- Vitamins or other additives that create the impression that tobacco products provide health benefits or reduce health risks;
- Caffeine or taurine or other additives and stimulant compounds associated with energy and vitality;
- Additives with emissions;
- Additives with CMR (carcinogenic, mutagenic, toxic for reproduction) properties in unburned form.
OTHER REQUIREMENTS
- A comprehensive toxicological assessment of compounds in e-liquid and their emissions is required;
- The primary material used to fill the bottle shall be recycled Type 1 PET plastic;
- Advertisements are strictly limited;
- Cross-border selling restrictions may apply;
- Retailers and manufacturers must share market data and trends with competent authorities;
- Member states can effectively ban individual products if sufficiently reliable data are available.
